The rules
Leads, muzzles, vaccination and dog-run hours
Leads in shared public areas
Wrocław's current regulation says dogs should be kept on a lead in shared public areas. A dog may be off lead inside a fenced dog run or in a quiet, low-traffic place when the owner keeps full control.
Muzzles and the national breed list
A breed on Poland's national list, or a dog behaving aggressively, should be on a lead and muzzled. Size alone does not create that legal duty. The 11-breed list includes the American pit bull terrier and Rottweiler. It does not name the Cane Corso, Doberman or Amstaff.
Clean-up and identification
Owners must clean up immediately. The current city public-space rules do not create a general chip or tag requirement for an ordinary walk. Identification is still sensible, and Wrocław is running a voluntary free-chipping programme in 2026.
Rabies vaccination
Dogs over three months old must receive a rabies vaccination within 30 days of turning three months, then at least every 12 months after the previous vaccination.
